when is required to give the notification to the borrower. Does balloon applies to first mortgages according to the FL statue? or is this language only for junior mortgage

I received a ticket in the state of Illinois 23 years ago. I was 22. I didn’t realize I didn’t pay it until I went to renew my driver’s license in the state of Fl today. I have lived in Fl for quite some time and have renewed it before. Why would it come up now and not before and is there a statue of limititations for tickets in Illinois that long ago.
