Statute of limitations on filing a suit against an officer for brutality in the state of Florida?

My aunt was treated with excessive force while being handcuffed April 28, 2009 in which her biceps tendon was torn. She was calmly standing there and was not resisting arrest. She has been in and out of court now since then for the case for which the officers were called in which she pushed a neighbor who was standing on her property and refusing to leave the yard as she was asked to do. She has tried to find a lawyer to handle the case against the officer, but none of the lawyers will touch it until her current case is closed. In four months, it will have been a year and she is still in court because the woman she pushed happens to be a secretary at the local PD and is receiving special and unnecessary treatment in this. She is worried that the longer they continue the case, she won’t be able to file a suit on the officer that injured her arm.
