Quiet Title on Paper Street

There is an 18 foot wide Paper Street (unpaved, no utilities underground) which the city no longer has rights to (confirmed) between my house and another. My home is under agreement for sale. My neighbor approached my with a Quit Claim Deed to sign over my rights to my 9 feet of the land. We declined. They said they will now file a Quiet Title Action to claim my portion of the land. This is in Bethlehem, PA.
Question:
1) Do they have the right to claim my portion of the land?
2) How will I know when they file the Quiet Title Action (will I be served with papers etc.)?
3) What would be required of me to object to the Quiet Title Action?
4) How does this affect my agreement of sale? The buyer is aware there is a paper street and that the neighbors are interested in it.
