I’m not too sure this would be called a crime however it is malicious and if you could prove the person entered the house uninvited and clogged the drain intentionally than you could press tresspassing charges and try to sue them for malicious distruction. If the person was invited in the house I’m not sure you would be able to charge the person with a criminal charge but you could probably try to take the case to civil court and sue the person for damages to the house.
