We just finished a two year tenency.
The lease included a $300 pet deposit but it did not specify if the deposit is refundable or non-refundable. The landlord is not refunding the pet deposit. If the lease didn’t specify, does he have a right to keep the pet deposit?

He should refund the pet deposit as long as your pet did no damage to the apartment. That deposit is kept to offset any future damage.
