how many can live in a 3 bedroom apartment? Maine

I was wondering how many people are legally able to live in a 3 bedroom apartment in Maine? There is a family that just moved into an apartment above us. There are 3 adult women, an adult man, and 3-4 kids, 2 of which are boys and at least one girl. They have one of the bedrooms used as a storage place, so only 2 of the bedrooms have beds in them. Isn’t this wrong for the kids to be in a situation like this? I wouldn’t mind if they were all adults, I am just worried for the kids sake.
