Can a HOA garnish wages for fees owed? does it make a difference if the property is in foreclosure?

the HOA will need to get a judgement for the fees owed first before trying to garnish any wages.

HOA is creating a financial hardship by taking 25% out of my husband’s bi-weekly pay checks. We have no statements by HOA association or law firm on the amount left to be paid!
