HOA – Covenant Violation

Can the HOA create restrictions that are not part of the covenants?

We live on a few acres in Colorado and our property backs to “open” space. My HOA has a covenant which requires your dog to be on a leash when in the “open” space or on the street. They have issued a violation notice to us which states:

”You must keep your dogs on a leash at all times when they are out of your home, with no exceptions. If this violation recurs, fines of $150 will be assessed against your account with further escalating fines of $300 and $600 being accessed if further violations are noted.”
