H.O.A question, denied me to build a garage in the rear of my yard

the home owners board denied me to build a garage in the rear of my yard 14×32. i built the same garage 14×24 2 homes down and he was approved. they claim that he was approved because his yard butts against another yard and my rear yard butts against another home the side of a home. his side yard is a field my side yard is a street. the president of the board has personal issues with us because i will not join there little social club. not to mention i have been fined by this same lady more than once for a boat violation that has never happen and i have beat her every time and have not have had to pay one of the fees. so this has just pissed her off so bad that she will not let me improve my property value by building this garage.what happens if i just build it even though they denied me. i have talk to the city and they say i can build a garage up to 1/3 of the rear yard. what can i do?? what can they do if i build it the size i need?
