Exhorbitant NSF fee

Is it legal for an establishment to charge $400.00 for a returned check fee? We wrote a check for $3450.00 which they held on to and didn’t cash for several days. It also didn’t help that our bank put a hold on several checks that we deposited for 7-10 days therefore they were not cleared when the establishment cashed our check. They called us Saturday morning to tell us the check bounced and we had to show up with the full amount plus a $400.00 bounced check fee. I find it hard to believe this is legal. We live in New York State. I’m going to return to this establishement to see IF they have a sign posted about a returned check fee and what it states. I DON’T believe it states a $400.00 returned check fee. What can we do about this?
