Emotional Support Cat

My psychologist wrote a letter to our Senior Citizen building manager to the effect that my cat is for my emotional support and mental well being. I live alone, am 65, on SS retirement and live on less than $600, per month. My meds are covered by Medicaid. The manager is asking for a $300, deposit for my cat. It used to be $75, but was just raised. Is it legal for them to charge me $300, to keep my cat?
