Accessing someone else’s personal webmail account

If a person is in possession of someone else’s webmail account password, is it illegal for that person to access that other person’s account without permission?

Unless you gave the person access to the web mail account then yes it is illegal. However there are certain instances in which your company may have access to your email account and have authority to look at your work email and only your work email (not your personal email account such as yahoo). My recommendation would be to change your password immediately.
